MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 16th OCTOBER 2007 AT 7:00 PM

Prior to formal opening of meeting a period of up to 15 minutes was allowed for public participation.

TO RECEIVE AND ACCEPT APOLOGIES
RESOLVED to accept apologies received from Cllrs B Lifsey and K Robinson for reasons given.
RESOLVED not to accept apologies received from Cllr Mrs J Tate.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
Cllr K Honcharenko declared a personal interest in Item 19 c) and took no part in discussion.

TO DISCUSS ANY MATTERS RAISED BY RESIDENTS
Joint Playing Field
Banning of dogs
- it was pointed out that some residents feel dogs should be banned from the playing field. RESOLVED this matter be discussed initially at the next meeting of the Joint Playing Field Committee and representatives were asked to progress accordingly. Clerk pointed out that Blaxton Parish Council is currently looking into byelaws regarding fouling on the area.

Street nameplate, Abbey Fields - RESOLVED to advise DMBC of missing street nameplate

COMMUNITY POLICING - No officer was present at the meeting.

DISTRICT COUNCILLOR’S REPORT
Cllr Mrs Schofield gave an update regarding the Dome and the Keepmoat Stadium.
She advised she is arranging a meeting with Mrs P Horner, SYPTE, to discuss local transport issues and will report back thereafter.

RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Bus stop/shelter No 45319/786E301, Doncaster Road - DMBC has written to SYPTE in support of retaining the existing structure.

Village greens registration - No response from Land Registry. The Clerk advised DMBC Legal Section state The Green (large green opposite pond) is registered as a village green and not common land. Thus it is protected by provisions in the Inclosure Act 1957 and Commons Act 1876, the owner of a green cannot do anything which interferes with the lawful recreational activities of local inhabitants:

VG50 date of entry 15 July 1969 - piece of land known as The Green and situated at the junction of Doncaster Road, The Green and Wroot Road (A614) in Parish of Finningley, Notts. Registered pursuant to application no 243 made 14 July 1969 by F C Banks, Clerk to the Council.
The registration above, being undisputed, became final on 1 August 1972
RESOLVED to contact Land Registry again for clarification.

Parking on verge/dog fouling - Community Safety Wardens will patrol area on evening shifts and Community First will arrange for dog fouling stencils to be stencilled.

Fencing c2 m erected at property Harvey Close/Chapel Lane - Community First advise matter passed to Property Enforcement Section.

Viewing area, Old Bawtry Road - Community First advise Airport will be contacted for a price to clear up litter as a previous arrangement existed.

MATTERS RELATING TO JOINT PLAYING FIELD
The meeting was advised that plans for a new pavilion are progressing and further information is awaited. Members had no objections to a new pavilion and the Clerk advised that if the parish council were to submit final plans, the LPA fee would be halved.

UPDATE FROM MEETINGS TO FORM COMMITTEE TO PRODUCE PARISH PLAN
Meetings are taking place although, to date, no officers have been put in place and no name for the group established. RESOLVED that as soon as a name for a bank account is known that the £2,250 held by the parish council (from YRCC) be transferred. Clerk to contact Mrs L Bunton at YRCC accordingly.

VILLAGE HALL ISSUES
To consider trimming of holly hedge and grassed area
RESOLVED to request a quotation from Need A Hand Ltd to cut the grass adjacent to the car park and to trim the height and sides of the holly hedge.

Quarterly audit
The Clerk submitted the quarterly audit to the Chairman for signature.

Completion of a/cs y.e. 31.3.07 and details returned by External Auditor
The Clerk advised the a/cs have been signed off and there are no issues which the External Auditor require to be brought to council’s attention.

Christmas Tree - RESOLVED to order tree from G Plevey 17/18ft.

To receive quotations for work on providing standpipe and security box
The Clerk advised that 5 tenders had been sent out but no replies received.
RESOLVED to contact Messrs A Mell of Finningley.

To consider repairs to path
RESOLVED to request quotation from Need A Hand Ltd to jet wash the crazy paving.

To consider trimming of willow trees
RESOLVED to request quotation from Need A Hand Ltd to trim tree branches which are in the water.

RESOLVED to purchase waders for members’ future use up to £50.

Village Hall Committee - RESOLVED Cllr Elder be a parish council representative.

TO DISCUSS CONTENT OF DECEMBER NEWSLETTER
As a resident has agreed to distribute the Newsletters for The Arrow, it was RESOLVED to submit an article for the December edition, a draft of which will be to hand at the next meeting.

REPORT ON MEETING OF JOINT PARISHES AIRPORT LIAISON GROUP 19.9.07
The Chairman attended when only 4 parish/town council representatives were present. In view of this and as there is limited business to discuss, it had been agreed only to hold future meetings as and when necessary. Issues can be raised by nominated representatives to the various Airport committees.

Cllr Robinson could not be present at the meeting.

TO CONSIDER GIFT/DONATION TO CHURCH IN MEMORY OF REV DR DAVID OTTEWELL
Awaiting response from PCC.

HIGHWAY ISSUES TO BE REPORTED TO APPROPRIATE AUTHORITY
a) RESOLVED to advise DMBC of poor kerbstone edge repairs in vicinity of Harvey Close.

b) Level crossing, Wroot Road - RESOLVED to ask Network Rail if the galvanised metal barrier equipment could be painted green.

c) Sign board, The Green - following a letter and personal visit to the meeting by the licensee of the Harvey Arms, members RESOLVED to rescind the decision taken at the last meeting and agreed to allow the large board staked in the grass.

WEBSITE UPDATE
The Clerk will forward the September minutes to the Chairman.

TO RECEIVE CORRESPONDENCE
Member training arranged by DMBC at Mansion House - Members did not wish to attend any on any of the dates mentioned but would consider future dates when advised.

RESOLVED publications etc be passed around members.
