MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 19th FEBRUARY 2008 AT 7:00 PM

Prior to formal opening of the meeting a period of up to 15 minutes was allowed for public participation.

TO CO-OPT TO FILL SECOND CASUAL VACANCY
The Clerk advised only one resident had expressed an interest.
RESOLVED to co-opt Mr E Tatton-Kelly who could not be present at the meeting.
DMBC Legal Section to be advised.

SIGNING DECLARATION OF ACCEPTANCE OF OFFICE AND COMPLETION OF REGISTER OF INTERESTS
The declaration and register of interest cannot be signed and completed until return from holiday. DMBC Legal Section to be advised.

No issues raised.

COMMUNITY POLICING
PC Pyle introduced himself to members and gave details of telephone numbers where he can be contacted: Airport contact no. Doncaster 624826, or Answerphone - Doncaster 385338.
PC Pyle, who works closely with the Police Community Support Officers, asked that issues of concern be passed to him so action plans can be initiated.
Following a query on dog fouling, PC Pyle advised that residents should ring to report this nuisance in order for any tickets to be issued.
The Chairman thanked the Officer for his attendance whilst off duty.

DISTRICT COUNCILLOR’S REPORT
Cllr Mrs Schofield had submitted apologies due to another engagement.

RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Registration of two small green areas, Village Hall and fronting Lismore, Old Bawtry Road
Pending information from Messrs Jones & Co, Solicitors, Bawtry - the Clerk advised she had written again as the original information forwarded had been lost.

Update from DMBC on issues raised in highway and footpaths patrol report
St Oswalds Dr: - DMBC advised too narrow and as per legislation centre line cannot be painted
Doncaster Road: BT underground chamber in footpath, tripping hazard. DMBC has taken photographs and is looking into the matter
Old Bawtry Rd: Substation, choked with weeds, DMBC has passed to YEDL.
Blenheim Drive: Overgrown vegetation onto footpath - scheduled to be removed
Wroot Rd: In view of recent traffic accident, Road Safety section is looking into safety measures and will advise in due course.

MATTERS RELATING TO JOINT PLAYING FIELD
Litter bin, car park - DMBC has the matter in hand.
Attendance of Dog Wardens - issue with Community First
Request from Blaxton PC to reconsider decision taken at last meeting with regard to dog fouling - After lengthy discussion, as to how to enforce any dog fouling byelaws, and thoughts on acquiring any other area for exercising dogs, it was RESOLVED to ask Blaxton parish council if it had considered these issues and to forward an extract from the DEFRA website Making a dog control order. Also agreed matter be discussed at March meeting when a response has been received.

UPDATE FROM GROUP’S MEETING TO PRODUCE PARISH PLAN
Cllr Robinson advised the results (177 replies) of the questionnaire have been analysed and these will be sent out to residents in the required format. Work on the plan is still ongoing and it was agreed that information be placed on the parish council’s website.

VILLAGE HALL ISSUES
Request from See-saw Pre-school to erect small shed in outside play area
RESOLVED to agree the request provided this is at the group’s expense and at its own risk in terms of insurance. The parish council reserves the right to request re-siting or removal at any time with reasonable notice.

Appointment of External Auditor - Audit Commission advise that it proposed to appoint BDO Stoy Hayward LLP for a further 5 year period commencing with 2008/0 a/cs.

TO COMMENT ON PLANNING APPLICATIONS
Following application was received between meetings and commented upon by the Clerk in consultation with the Chairman in order to comply with timescale:
08/000136/WCC Retention of use of hangars 4 and 5 for B8 storage without compliance with condition 1 (temporary consent until 31.8.09), Hayfield Lane, Auckley - no objections

08/00326/FUL - Erection of two storey pitched roof extn to side of detached dwelling following demolition of existing garage, 47 Harvey Close, Finningley
RESOLVED to comment that it would appear this is a completely separate residence abutted to the existing, concerns raised with regard to parking issues on-street, in view of this 5 bedroomed dwelling and limited number of vehicles being able to park in driveway.

08/00357/MIN - Extension to fishing pond incl extraction of minerals on approx 4.05ha of land, Bank End Road, Finningley for N Brownbridge
RESOLVED to raise no objections.

TO DISCUSS ISSUES RELATING TO POND
Update on work to provide water to top up Pond
The work is now complete apart from the AWA connection. It has been tested and is functioning correctly. Cllr Elder was thanked for his co-operation on this issue.
Green area, adjacent pond
Although funding has been put in budget for provision of bollards to prohibit vehicles from churning up the grass it was RESOLVED to obtain prices for concrete ‘flooring’ with holes to allow grass to grow through.

HIGHWAY ISSUES TO BE REPORTED TO APPROPRIATE AUTHORITY
RESOLVED to advise Community First that work is still required to clean the surface gullies at Wroot Road.

TO DISCUSS DRAFT COMMENTS APRIL ARTICLE, THE ARROW
The Clerk advised that, as from March 2008, the Arrow will be distributed on a monthly basis in Finningley. RESOLVED to include Annual Report in the April issue and summary of accounts in the May issue. Editor be requested to include Finningley in the What’s On page. Members will produce a draft for agreement at the March meeting. As a previous decision had been
taken to pursue the application for Quality Status, the Clerk advised that this may be done in either September or December 2008, dates when Panel meets, providing the Tests are complied with.

DMBC JOINT CHARTER
The Clerk circulated copies to all members prior to the meeting. RESOLVED to advise DMBC that the decision cannot be relayed by date requested, ie 9 March, as more time is needed. The issue will be addressed again at the April parish council meeting.

WEBSITE UPDATE
The Clerk will forward the January minutes to the Chairman.

TO RECEIVE CORRESPONDENCE
Road Traffic Act 1984, Croft Road, temporary prohibition of Through Traffic
Copy of Notice received, works will commence 4.2.08 and continue in force up to and including 3.3.08. - NOTED.
Proposed No Stopping Outside Schools
Notice received from DMBC - north east side, from 21m south east of Wroot Road for 32m in a southerly direction, Finningley school - NOTED
Environmental Planning Consultation 7.2.08 to 20.3.08 Doncaster Geo-diversity Action Plan - Information received from DMBC that the documents can be viewed on council’s website - NOTED.

RESOLVED other publications and correspondence be circulated to members.
