MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL
HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 18th MARCH 2008 AT 7:41 PM

TO RECEIVE AND ACCEPT APOLOGIES
RESOLVED to accept apologies received from Cllrs B W Lifsey and E Tatton-Kelly for reasons given.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
Cllrs Lindley and Elder declared personal interests in Item 14.

No issues raised.

COMMUNITY POLICING
Report from Community Police Officer
PC Pyle advised that he will include articles in the Arrow publication distributed to each household.
He stated that speeding is of high priority and was advised that boy racers have been seen in the vicinity of Chapel Lane. PC Pyle stated that if registration numbers are obtained offenders will be visited. He asked members to forward a list of priorities which need addressing.
PC Pyle mentioned that parish councils would be contacted in the near future to ask if contributions could be made for a hand held speed camera costing in the region of £2,100.
The Chairman thanked the officer for his attendance whilst off duty.

DISTRICT COUNCILLOR’S REPORT
Update re monies allocated to Ward this financial year, ie Flexible Budget.
Cllr Woodcock gave an update on the flexible budget and advised that Finningley parish would not be receiving any funding this time around. The total sum is £11k of which £2k has been allocated to Blaxton parish with the remainder funding highway repairs in Cantley and Old Cantley. She stated that, next financial year, the parish council will be asked if it has any urgent items which could be considered for funding.

Cllr Woodcock stated she had been in touch with South Yorkshire Passenger Transport Authority regarding bus and timetable complaints.

RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Registration of two small green areas, Village Hall and fronting Lismore, Old Bawtry Road
Messrs Jones & Co, Solicitors, Bawtry - the Clerk advised the costs of processing the Statutory Declarations were rather high and has asked YLCA for advice.
RESOLVED to await a full response and advise Jones & Co not to proceed further in the interim.

MATTERS RELATING TO JOINT PLAYING FIELD
Request from Blaxton PC to again reconsider decision taken with regard to dog fouling. RESOLVED by a majority to rescind the previous decision and support the dogs on lead option. Also to suggest to Blaxton PC that a suitable notice should ultimately be erected.

To consider upgrading playing field car park. This suggestion was put forward so parents could park whilst they walked to and from school, also on Sundays traffic is parked on Lindley Road and this would ease congestion:
RESOLVED:
- This to be put to Ward Members when they request suggestions for next
Flexible Budget allocation.
- To request DMBC to lay a proper tarmac surface, as currently it is
uneven/muddy.

UPDATE FROM GROUP’S MEETING TO PRODUCE PARISH PLAN
Information is being produced in booklet form for distribution to residents.

It was reported that works on upgrading the building are ongoing.

TO COMMENT ON PLANNING APPLICATIONS
Following two applications were received between meetings and commented upon by the Clerk in consultation with the Chairman in order to comply with timescale:

08/002241/FUL erection of detached dwelling on approx 0.03h of land, junction Chapel Lane/Chapel Close - various concerns were put forward, see council papers.
08/00291/OUTM outline application for residential development on approx. 1.80ha (including means of access to Bury Farm) land adjacent Bury Farm, Old Bawtry Road - various lengthy concerns were put forward, see council papers.

RESOLVED to raise no objections to the following 4 applications:

08/00532/FUL Erection of extension/alterations to admin offices (6.8m x 6.1m overall) Finningley C of E Primary School
08/00549/FUL Erection of first floor pitched roof ext above existing attached
garage including installation of dormer window in roof space created and first floor
pitched roof ext to r/o detached house, 50 Gatesbridge Park, Finningley
08/00631/WCC Erection of 2 storey office block with removal of condition 1 of
application granted April 06), Robin Hood Airport
08/00657/FUL Erection of detached dwelling and garage on approx 0.18 ha
following demolition of existing dwelling, Fairfield, Old Bawtry Road

Decision Notices - 08/03985/FULF, 22 Lindley Road, domestic ext - GRANTED

Yorkshire Planning Aid, Information Sessions on s.106 Agreement - notification
received from YLCA of day long training seminar in Leeds on 10 April. - NOTED

47 Gatesbridge Park - RESOLVED to advise Planning Department of conservatory
built at rear for which no planning application appears to have been received.

ISSUES RELATING TO POND
To receive quotation to remove/dispose of 2 tree branches falling on grass and water - It was pointed out that the branches had been removed by persons unknown, therefore it is no longer necessary to have this work carried out. RESOLVED - Need A Hand be advised accordingly.

QUOTATION FOR CONCRETE MESH, GREEN AREA ADJACENT POND
Quotation received from Messrs J Young for material in plastic. RESOLVED to take consider matter further and discuss again at next meeting.

TO DISCUSS INFORMATION FROM PCT RE FOLLOWING APPLICATONS:
i) Lloyds Pharmacy Application for inclusion in pharmaceutical list in vicinity of Hayfield Lane, Hayfield Green, Auckley
ii)H Singh Application for inclusion in pharmaceutical list in vicinity of Mayflower Medical Practice, Finningley
RESOLVED to support a pharmacy in the area, ie the application from Mr Singh.

TO CONSIDER SUGGESTION TO USE AREA FRONTING FORMER CHAPEL FOR CAR PARKING
Cllr Elder was thanked for producing a sketch showing 9 spaces which could be made available. RESOLVED to support in principle and Highways Department to be contacted for views on the suggestion.

HIGHWAY ISSUES
Provision of dog fouling bins, Old Bawtry Road - RESOLVED to defer until Parish Plan is produced in May.

Hedge trimming Darkie Lane - RESOLVED Highways & Footpaths patrol look at this on the next tour around the parish.

TO DISCUSS ARTICLE, THE ARROW, MAY EDITION
RESOLVED that a precis of the accounts is included, possibly with information regarding the Parish Plan and no more than one page to be utilised.

WEBSITE UPDATE
The Clerk will forward the February minutes to the Chairman.

TO RECEIVE CORRESPONDENCE
Parish Councils Joint Liaison Committee meeting - The minutes of the January meeting are available via Cllr Johnson if members wish to peruse same. A summary of issues raised at the recent March meeting was circulated to members. Re the Joint Charter 29 responses received from 40 councils, 19 have formally accepted and 10 ask for more time to consider.

Minutes of Airport Community Sub Committee meeting - Cllr Robinson gave a resume of the recent March meeting and the minutes of the meeting in December will be circulated to members. The Master Plan consultative document will be available for public consultation shortly.

RESOLVED publications and correspondence be circulated to members.
