MINUTES OF THE ANNUAL PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY 20th MAY 2008, AT 7 PM

ELECTION OF CHAIRMAN
Proposed by Cllr Elder seconded by Cllr Robinson and unanimously agreed that Cllr Lindley continues as Chairman for the year.

SIGNING OF DECLARATION OF ACCEPTANCE OF OFFICE
Cllr Lindley signed the Declaration of Acceptance of Office.

ELECTION OF VICE CHAIRMAN
Proposed by Cllr Elder seconded by Cllr Robinson and unanimously agreed that Cllr Lifsey continues as Vice Chairman for the year.

TO RECEIVE AND ACCEPT APOLOGIES
RESOLVED to accept apologies received from Cllrs B W Lifsey and E Cooke for reasons given.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
None declared.

TO DISCUSS ANY MATTERS RAISED BY RESIDENTS
Darkie Lane, overgrown vegetation - it was pointed out part of the area is in Blaxton parish. Chairman agreed to investigate.

COMMUNITY POLICING
Report from PCSO, Simon Cope
Crime figures are down in the area. Visits are being made in the evenings to the Joint Playing Field and the situation is monitored.

WARD COUNCILLOR’S REPORT
Cllr Mrs Schofield advised that she would attend meetings, comment on ward issues and assist in any way.
The Clerk advised that a response had been received from Cllr Mrs Woodcock who would attend meetings when convenient and Cllr A Jones indicated he could not attend this evening.

RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Section 106, Persimmon development (c£70k) - Cllr Tatton-Kelly offered to find out the necessary information.
Further information from Messrs Jones, Solicitors, re registration of green areas
Advice received is that it is not possible to give a fixed quote, as how much work will be required cannot be predicted. However, a limit of £350 to prepare the Land Registry application could be agreed with a further £350 firm’s fee if successful.
RESOLVED to leave the matter pending and discuss costs at the next budget meeting in January.
Further correspondence from DMBC re proposal for car parking on grassed area fronting former Chapel
DMBC advises that DMBC Traffic section has expressed various concerns on the proposal, including safety issues. Thus it is suggested that the matter be discussed with Planning Department.
RESOLVED to take no action and discuss when the proposed yellow lining is introduced in the area at which time residents may comment regarding parking.
Response from DMBC on highway issues raised
Missing highway signs: - DMBC has in hand.
Pavement, Junction Chapel Lane/Chapel Close: - Works due to begin in May.

MATTERS RELATING TO JOINT PLAYING FIELD
Further information from Blaxton PC regarding public notice, Dog Control Order
Blaxton parish council will publish a Notice on behalf of both parish councils followed by a Notice announcing implementation after the appropriate time interval. Further advice is that the total cost will be c£244 plus vat.
RESOLVED this will be on a 50/50 basis as per costs involved when the original byelaws were implemented.

Ramp - Blaxton PC has written to Persimmon Homes to request them to permanently stop up the entrance to the ramp and remove completely in view of the refusal to bring it up to standard and to provide an amount of funds for maintenance if the parish council accepted responsibility.
RESOLVED to note the information.

VILLAGE HALL ISSUES
Request from See-Saw Club for donation towards cost of paving slabs
Request made so that a ‘wet-weather’ play area can be provided to meet Ofsted requirements. However, it was subsequently pointed out by the Club that slabs and sand have been donated and, to comply with insurer’s health and safety requirements, it is necessary to engage the service of a contractor to form a base and lay the slabs. Thus a donation towards this cost is requested.
RESOLVED:
- to make no decision until the Village Hall Committee has first considered making a contribution.
- clerk to advise the Club of this decision.

Request from SY Police for funding towards speed camera
The letter advises that Auckley, Blaxton and Cantley-with-Branton Parish Councils are also being contacted for a donation towards the cost of a camera, ie c£300 each.
RESOLVED that the sum of £300 be donated towards this cost.

TO COMMENT ON PLANNING APPLICATIONS
08/01289/FUL - erection of detached dwelling/detached double garage on approx 0.09ha of land following demolition of existing dwelling, 14 Lindley Road
RESOLVED to comment that this would be out of keeping with neighbouring properties which are single storey only.
08/01503/FULFT - erection of pitched roof porch ext to front, 34 Lower Pasture
08/01522/FUL - extensions to and refurbishment to children’s nursery, Flying Start Nursery, Auckley
RESOLVED to raise no objections to above applications.
YLCA - information received that Government is considering sending out planning consultations via email, consultation invited by 13.5.08. A trial is currently being undertaken by Bradford City Council.
RESOLVED to note the information.

Bank End Quarry, Bank End Road, Blaxton (Glenside) - Planning Enforcement is looking into alleged breach of conditions.

TO REVIEW COUNCIL’S RISK ASSESSMENT
The Clerk previously circulated copies of the 2007/08 document. Members perused the document and agreed an update.
RESOLVED to accept the document for 2008/09.

TO ADOPT STANDING ORDERS AS PER TEMPLATE FROM NALC
The Clerk previously circulated copies of the NALC publication. Members perused the document and agreed the necessary inclusions.
RESOLVED to adopt the Standing Orders.

TO CONSIDER ISSUES RAISED WITHIN THE PARISH PLAN
The parish plan group is to have a meeting, together with ward councillors, in order to discuss issues raised within the Plan.
RESOLVED to discuss the summary showing items raised at the June parish council meeting.

TO REPORT ON SEMINAR HELD AT CARR HOUSE CENTRE, 12.5.08
Cllr Lindley and Johnson attended and the latter reported on an interesting seminar.

TO AGREE WHEN TO PUBLICISE NEXT NEWSLETTER
RESOLVED to have a newsletter in the August issue of The Arrow.

ISSUES RELATING TO POND
Anglian Water advise they are unable to offer water free of charge. However, when the account is set up if contacted they can advise whether the correct tariff applies.
RESOLVED to await the first invoice.

RESOLVED to advise Need A Hand that the jet washing of the path around the pond can now be commenced.

REPORT FROM MEETING WITH 2 CONTRACTORS RE PROPOSAL TO LAY HARDCORE ON AREA ADJACENT TO THE POND
The Clerk advised that only 1 estimate has been received from Need A Hand Ltd.
RESOLVED to leave pending until next meeting.

The issues raised in the recent Highways & Footpaths patrol passed to DMBC.
