MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY 21st APRIL 2009 AT 7:15 PM

COMMUNITY POLICING
PC Pyle could not attend owing to operational duties.

WARD COUNCILLOR’S REPORT
Cllr Mrs Schofield advised she attends meeting of the Rural Transport Group and referred to proposed changes to the route 190 service, but added this does not affect Finningley residents.

MINUTES OF THE PARISH COUNCIL MEETING HELD 17 MARCH 2009
RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Reply from DMBC, request for double yellow lines, Chapel Lane, to be reconsidered Pending as request passed on to Traffic Management section.

Dog fouling, Lindley Road/Picklewood Court - DMBC safety officers will monitor during evening shifts.

Awards for All - application acknowledged and outcome awaited.

Planting of tree for use at Christmas - Cllr Lifsey pointed out that the tree is too close to the road and re-siting should be considered. RESOLVED that members inspect and discuss at next meeting.

Wroot Road and Bank End Road blocked drains - DMBC has in hand.

MATTERS RELATING TO JOINT PLAYING FIELD
Report on informal joint meeting with Blaxton Parish Council, 30.3.09.
Ms Jane Waring (Waring Solicitors) was in attendance to explain procedures with regard to any amendments to the Constitution and the facts regarding Companies Limited by Guarantee. The current Constitution does not give perpetuity to the Joint Playing Field; funding cannot be given to a body which might cease to exist and that money would then resort to the parish council. The legal advice was that it is easy to change the Constitution and detailed advice on this could be given. The JPF Association is unincorporated and, as such, could be liable.

Subsequent to the above meeting a letter had been received from Waring Solicitors enclosing notes on the differences between a Limited Company and an Unincorporated Association.
RESOLVED to discuss at next parish council meeting after the JPF Committee has met.
It was pointed out that its members are unhappy about any further changes to the Constitution.

Cllr Elder advised that the tennis court fencing work is to commence this week.

RESOLVED to purchase 2 metal signs each 18in x 18in, black on white with picture of dog on lead and writing Dogs must be kept on lead. One sign for Blaxton parish council (rechargeable basis) and the Finningley sign on one post (with anti-rotation mechanism at base) to be provided and installed by Jubb signs.

VILLAGE HALL ISSUES
Maintenance of hedge and weeds in car park
RESOLVED that Need A Hand Ltd be asked to cut the grass in the area off the car park as soon as possible and that weeds in the car park and hedge trimming be carried out as and when identified.

Bell provision - Cllr Lifsey advised the aluminium bell is ready for collection and would be erected by himself and Cllr Elder.
The Clerk reminded the parish council of the Health & Safety policy and that a chosen contractor would have the necessary health & safety qualifications and insurance cover.

TO REPORT ON AIRPORT COMMUNITY SUB COMMITTEE MEETING
Cllr Robinson reported on the meeting and advised that the JPF Committee had
been awarded £1k from the community fund which is being held by the airport
until such time as other funding is secured.

The airport is to hold centenary celebrations for flight and suggestions were
requested from the committee members.

Security control (e.g. barriers in car park) has moved to Liverpool with the loss
of two jobs at Robin Hood airport.

The application for flying freight at night has not yet been determined by DMBC.

Double rating agreement, DMBC
The Clerk advised that, following submissions of relevant information, DMBC had
forwarded reimbursement in sum of £915.

Presentation of accounts, y.e.31 March 2009
The Clerk circulated the documents to members. The Chairman and Clerk signed
the Annual Return for submission to the auditors.

PLANNING ISSUES
A) To comment on planning applications

09/00812/FUL erection of single storey pitched roof bedroom extn to side, conservatory ext to rear, porch ext to front, and loft ext to create study in roofspace, Woodlea, 77 Wroot Road, Finningley
RESOLVED to raise no objections.

09/00817/CAC conservation area consent for demolition of existing dwelling in connection with erection of detached house on c0.04ha of land, Rose Cottage, The Green, Finningley
RESOLVED to point out that the building should be in keeping with those adjacent, ie red brick; any wall fronting the property should also be in keeping with same materials and height as those of adjacent properties.
The plans indicate an encroachment onto parish council property, ie the green, to which members totally objected.

Cllr Tatton-Kelly advised he would request the application goes before the Planning Committee as opposed to being determined by officers.

B) Decision Notices
08/00045/TIP Wroot Road Quarry, production of compost etc - GRANTED

C) 11 Acre Field
DMBC advise the site would be inspected to establish whether the restoration has been completed. With regard to mud on the road, no waste material is being imported onto the site, so the issue of wheel washes should not arise. However, an update as requested has not yet been received.
RESOLVED to contact Planning Department for latest situation.

D) Local Development Framework Update - DMBC advise websites to ascertain information: www.doncaster.gov.uk/ldf, www.doncaster.gov.uk/floodrisk

E) Registration of parcels of land, (a) Village Hall and (b) adjacent Lismore, Old Bawtry Rd
RESOLVED to forward details to Waring Solicitors requesting them to process the registrations with the Land Registry and for a price for their work in this regard.

ISSUES RELATING TO THE POND
RESOLVED to ask DMBC if mesh could be fitted over 4 grates near the pond to
prevent injury to the ducks.

Cllr Elder was thanked for monitoring the water level in the pond.

HIGGINS GROUP, 50 YEARS CELEBRATION
RESOLVED to put forward following suggestions to the company for consideration:
- Avenue of trees entering the village (subject to DMBC approval)
- Christmas tree on Green (14ft)
- Notice board and seat on Green
- Donation towards proposed new pavilion, Joint Playing Field
- Refurbishment of playing field car park and tarmacing (subject to DMBC approval)

TO AGREE ARTICLE FOR JUNE NEWSLETTER
RESOLVED to include Chairman’s report for Annual Parish Meeting plus other
issues.

REPORT FROM PARISH PLAN GROUP
Letter re access to Post Office and highway issues
RESOLVED to refer issue re access to Post Office to Blaxton PC (in its parish)
and other issues to DMBC.

Cllr Robinson advised that the Group hopes to hold a village event next year,
e.g. sports day etc and members welcomed this initiative.

COUNCILLORS TRAINING, INFORMATION FROM YLCA RE VARIOUS TRAINING DATES
RESOLVED to circulate information amongst members.

YLCA - NOMINATIONS FOR CHAIR OF BRANCH AND OTHER OFFICERS
RESOLVED to nominate the existing Chairman - Cllr Derek Liddle of Silkstone PC;
and Cllr Mike Summers of Bawtry Town Council for a seat on the Executive Committee.

WEBSITE UPDATE
RESOLVED the Clerk forwards the March minutes to the Chairman.

HIGHWAY ISSUES TO BE REPORTED TO APPROPRIATE AUTHORITY
Highways and Footpaths Patrol - DMBC has responded to some issues as follows:
- STW’s grounds team will carry out any relevant work;
- Safety Barrier, Wroot Road: such installations are not feasible in an urban setting;
- Weed spraying: Spraying around obstacles is standard but not appealing short term.

Remembrance Day Service - Rev Redeyoff feels that, having spoken with local police, there is a need to apply for a Road Closure Order for this years march.
RESOLVED to contact DMBC with the request.

Maintenance of flower beds in village via Need A Hand -
RESOLVED that Need A Hand Ltd be asked to quote for this year’s flower bed maintenance.

Wroot Road
RESOLVED: - to advise DMBC that the boundary sign is missing;
- to request Deer sign as animals are being run over by vehicles.

TO RECEIVE CORRESPONDENCE
Launch of Neighbourhood Charter - DMBC advise launch will take place on 24 April at the Mansion House.

Street audits, DMBC - Finningley, Zone 8 and 9, covered by Neighbourhood Team dated are:
17 April, 20 May and 17 June - Zone 8 (Gatesbridge Park)
20 April, 22 May and 19 June - Zone 9 (Old Bawtry Road)

Employment Act 2008 - Information from NALC received.

Public Sector Duties - Booklet forwarded by Equality & Human Rights Commission.

ACAS Code of Practice - transitional disciplinary & grievance arrangements

RESOLVED the above documents be circulated amongst members and noted for future reference.
