MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 16th JUNE 2009 AT 7:00 PM

Prior to commencement of business a period of up to 15 minutes was allowed for Public Participation.

Residents present came mainly to air views regarding the decision by First to relocate the bus terminus to The Green. (See below)

TO RECEIVE/ACCEPT APOLOGIES
None received.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
Cllr Lindley declared a personal interest in item 15.

TO DISCUSS ANY MATTERS RAISED BY RESIDENTS
Trees losing branches at the pond and trees apparently being removed in some areas - RESOLVED to be looked into at next Highway & Footpaths patrol.

Algae in pond. The Chairman advised that floating barley straw is to be utilised.

Dog fouling (lane to footpath no. 1 and other locations). The Chairman advised this has been reported to DMBC. Cllr Mrs Woodcock advised she would arrange for a DMBC officer to investigate if specific times/dates can be reported.
RESOLVED that a dual purpose bin be requested on lane to footpath no. 1 in addition to or to replace the existing.

First Buses. Residents attended to express concern regarding a letter from First which stated that, earlier in the year, it carried out a customer survey re views on possible changes to the route, following complaints from residents re noise etc when buses reverse into Elm Drive. and wait on Wroot Road. First stated that one suggestion was rejected by a large majority and there are few locations in the village which would be suitable as a bus turn-round apart from The Green. Accordingly it is the intention to relocate the terminus to the brick bus shelter on The Green as from 20 July but this means that buses will no longer serve Wroot Road and some people would have a longer walk to and from the bus. Residents present did not wish the planned relocation to go ahead and the parish council agreed with their views.
RESOLVED to contact First and SYPTE requesting that the issue be put on hold pending further discussions because, from those residents present, none had heard of any survey by the company and First had agreed to write to the parish council with the results but had not done so. Also the two bus stops on Wroot Road should not be lost irrespective of where the terminus is to be sited and the parish council requests that the bus stops and the service is maintained. (see item 7 below).

COMMUNITY POLICING
PC Pyle reported on damage to vehicles, 1 burglary. The speed gun is up and running, cautions and one fix penalty notice issued. He is aware of problems on the playing field as residents have reported issues re speeding vehicles, drinking, car damage and drugs.
PC Pyle advised that patrols are undertaken and these will continue.

WARD COUNCILLOR’S REPORT
Cllr Woodcock advised there were no specific issues to bring to members’ attention relating to the parish. She had attended in the place of Cllr Schofield who had recently been appointed as Deputy Mayor of DMBC.

RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Land registration - matter is being progressed and further documents are requested. RESOLVED these be forwarded to solicitors as requested by Recorded Delivery.

Response from First - The company feels it is preferable on safety grounds to discontinue the reversing manoeuvre. Following customer survey the vast majority rejected the suggestion that buses should enter Finningley via Bank End Road and Wroot Road. Alternative sites were sought and it has been agreed to relocate the terminus to the brick bus shelter on The Green as from 20 July. Thus the buses will no longer serve Wroot Road and some users will have a longer walk. Letter received from a resident of Wroot Road regarding residents’ concerns of noise etc from the buses to be acknowledged.
RESOLVED that suggestions put to Caroline Flint MP by Cllr Lifsey also be added
to the letter to First. (See item 3 above).

Reply from DMBC, re request for mesh to be fitted over grates in vicinity of pond
Community First has fitted mesh to the grates. The Clerk advised she had written expressing thanks as this was carried out at no cost to the parish council.

Land off Bawtry Road - the Chairman advised he had looked into the concern raised by a resident and there does not appear to be any problem. However, the ’wild’ area adjacent has been reported to Community First as gaps in the hedge have been blocked with branches which have been cut down.

Meeting with Blaxton PC, DMBC etc on 18 June - The meeting has been arranged by Blaxton PC at 6.30pm to discuss arrangement for the Remembrance Day Parade.

RESULT OF APPLICATION TO AWARDS FOR ALL
The Clerk advised the application was refused because there was insufficient funds to deal with the high number of submissions and Awards for All had suggested that a further application could be made in due course.
RESOLVED to discuss whether or not the laptop etc should be purchased from funds at the next meeting.

MATTERS RELATING TO JOINT PLAYING FIELD
To discuss contents of letter from Waring Solicitors and consider way forward with regard to any change to Constitution etc
Pending due to forthcoming AGM of the JPF Committee attended by Jane Waring.

It was reported that the Committee had been successful in an application for tennis court fencing costs - £2,900 and with the £1k agreed in principle from the Airport Community Fund, the full amount is now covered.

Repairs to bollard at entrance - a letter was received from a resident regarding problems with young people on the field. Also it was pointed out that the bollard needs repairing as it is always laid flat. It was reported that the JPF Committee has the repair in hand. SY Police are aware of anti-social behaviour on the playing field which is being monitored.
RESOLVED to review the situation when the bollard is repaired and to decide what further action needs to be considered. Clerk to advise the resident accordingly.

VILLAGE HALL ISSUES
Cllr Lifsey reported that the next meeting of the Village Hall Committee takes place in July when, following the Clerk’s query re a risk assessment on erecting the bell, the matter will be discussed.

ISSUES RELATING TO THE POND
RESOLVED to purchase floating barley straw up to the sum of £50.

TO CONSIDER POSSIBILITY OF KERBING TO SECTION OF THE GREEN ADJACENT TO VILLAGE POND
RESOLVED that Chair/Vice Chair speak with adjacent resident before a decision is finalised to ask if the original agreement regarding the funding of the kerbing stands and would he be prepared to meet cost of other suggestions.
Also to ask DMBC if they have any suggestions regarding suitable kerbing or bollards.

WEBSITE UPDATE
RESOLVED the Clerk forwards the May minutes to the Chairman.

RESPONSE FROM MESSRS HIGGINS RE SUGGESTIONS TO MARK 50th ANNIVERSARY
The company advises a budget of up to £2,500, ie £50 for each of 50 years is available.
RESOLVED that Cllr Robinson ascertains price for a Christmas tree from Greenmile Trees and that Cllr Elder investigates cost of wood to be provided for a circular seat around the oak tree on the green at The Glebe.
The other two suggestions, ie a donation to the new pavilion and a notice board (c£522) on the village green would be further discussed when the costings for the above are to hand.

HIGHWAY ISSUES TO BE REPORTED TO APPROPRIATE AUTHORITY
The Highways & Footpaths patrol is to undertake a tour of the village in the near future.

RESOLVED that the Clerk produces correspondence in 2008 with DMBC regarding provision of a lighting column along the footpath from St Oswald’s Close - at rear of the church - along to Blenheim Drive.

REPORT ON CLERK’S ATTENDANCE AT ZURICH SEMINAR ON RISK
ASSESSMENT 15.6.09

The Clerk reported on an interesting seminar and advised that members who wished could view the documentation. Much of the seminar concerned appropriate risk assessments for village halls.

SYPTE - NOTIFICATION FROM BLAXTON PC RE MEETING
Meeting with Blaxton PC and SYPTE representative regarding the revised 190 bus service.
Information received this may be held at Auckley community hall on Thursday 23 July 2009 at 7 pm. but is subject to confirmation via Blaxton PC.

INFORMATION FROM PARISH PLAN GROUP RE NOTICE BOARD ON THE GREEN
The Clerk has furnished the PPG with a document advising that the parish council has no objection to siting a notice board on the green and would maintain same.

South Yorkshire Branch Annual Meeting - this will take place at Ashton Cum Aughton on 24 June at 7pm.
RESOLVED to note the information.
