MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 21st JULY 2009 AT 7:00 PM

Prior to commencement of business a period of up to 15 minutes was allowed for Public Participation.

TO RECEIVE/ACCEPT APOLOGIES
RESOLVED to accept apologies received from Cllr K Robinson for reason given.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
Cllr Lindley declared a Personal interest in item 19
Cllrs Johnson and Elder declared Personal interests in item 9.

TO DISCUSS ANY MATTERS RAISED BY RESIDENTS
There were no issues which required action by the parish council.

COMMUNITY POLICING
PC Thompson was welcomed to his first meeting as the Community Officer for Finningley.
PACT Meeting: it was reported that the next meeting will take place at Blaxton Village Hall at 7 pm on Friday 24 July.

WARD COUNCILLOR’S REPORT
Cllr Mrs Schofield submitted apologies due to a prior engagement. She had advised that, owing to other commitments in her role as Deputy Mayor she may not be able to attend many future meetings.
RESOLVED
• to congratulate Mrs Schofield on her appointment as Deputy Mayor and to thank her for her past attendance and assistance.
• to contact the other ward members, Cllrs Woodock and Jones to ask if they could attend parish council meetings on an alternate basis.
• to enquire of the ward members as to whether Finningley is to benefit via the flexible budget for the current and next financial years.

RESOLVED the minutes be approved as a true record and signed by the Chairman

MATTERS ARISING FROM ABOVE MEETING
Response from DMBC re dual litter bin
DMBC advises it is looking to install a post mounted litter bin next to the existing dog bin. Currently it is looking at the most cost effective bins for villages and will be contacting parish councils to make them aware of the intention to install.

Update re lighting along footpath from St Oswald’s Close, r/o Church
A map was forwarded by DMBC last year which indicates that the land is not in the ownership of the Authority.
RESOLVED to ask DMBC if the footpath could be added to the Definitive Map and the Chairman is also to raise the issue at the forthcoming Rights of Way meeting.

Meeting with SYPTE to discuss service to DRI etc - this has been confirmed as Thursday 23 July at 7 pm at the Auckley Parish Centre.

RESPONSE FROM FIRST BUSES RE PROPOSAL TO RELOCATE TERMINUS
The Chairman advised that notices have been posted in the parish giving information that The Green would not be used as a terminus and the practice of buses reversing into a side turning must be stopped on safety grounds. With effect from 20 July buses from Doncaster will travel along Mosham Road, Blaxton roundabout, Bank End Road, Wroot Road, then join the existing route back to Doncaster via Station Road.
The time point will remain at the existing stop on Wroot Road.
This will be for a trial period of six months in order to monitor the situation.

MATTERS RELATING TO JOINT PLAYING FIELD
Update, presentation to JPF Committee by Waring Solicitors
Cllr Johnson gave a presentation to the meeting, giving information regarding Companies Limited by Guarantee.
RESOLVED that no decision will be made as to whether or not to agree to a variation of the JPF Constitution until after the parish council receives details of the Development Plan which would include information as to how the new pavilion would be run. Also that a special meeting on the issue would need to be held at the appropriate time.

Repairs to wooden play equipment
It was point out that the matter was referred to the JPF Committee in the new year.
RESOLVED to discuss the issue again at the next meeting.

Holly hedge/grass cutting
RESOLVED to request Need A Hand Ltd to trim both sides of the holly hedge and cut the grass adjacent to the car park.

PLANNING ISSUES
A) To comment on planning applications
None received
B) Notification of Enforcement Appeal Decision, 09/00131/ENFNOT
Enforcement action for unauthorised operation of car park, Ash Holt Industrial Park - Appeal withdrawn.
RESOLVED to enquire of DMBC as to how long the vehicles can remain on site.

ISSUES RELATING TO THE POND
To discuss repairs to crazy paving around pond
RESOLVED to request Need A Hand Ltd and Graham Haslam to meet with Chairman and Vice Chairman on site in order to provide quotations for repairs.

To receive update re kerbing to section of nearby Green and response from adjacent resident
RESOLVED, before a decision is made, that the views of the Conservation
Officer are sought. Cllr Tatton-Kelly offered to make contact accordingly.

Barley Straw RESOLVED to obtain further bales to alleviate the algae problem.

REPORT ON AIRPORT COMMUNITY SUB COMMITTEE MEETING - 25.6.09
Cllr Robinson was not present to give a report.

RESOLVED TO SUSPEND STANDING ORDER NO.1c) TO ALLOW THE REMAINDER OF THE BUSINESS TO BE TRANSACTED

TO DISCUSS WHETHER TO PURCHASE EQUIPMENT FROM FUNDS IF DMBC GOES AHEAD WITH THE DECISION TO CEASE HARD COPY PROVISION OF PLANNING APPLICATIONS
Cllr Johnson gave a presentation and advised cost of equipment would be c£350 for a lap top and c£399-699 for a projector. As stated previously this would also be made available to local organisations in the parish.
RESOLVED to apply again to Awards for All and to BT Community Connections, the latter from 1 September 2009.

TO REPORT ON MEETING WITH BLAXTON PC, TO DISCUSS REMEMBRANCE SUNDAY PARADE, HELD 18.6.09
It was reported that proposed closure would be from 10.30am to 12.30pm and the Police will decide the opening time on the day. A further meeting in September will be arranged to finalise arrangements and Finningley parish council is asked to publicise details of road closures.

TO RATIFY DECISION TAKEN BY CHAIRMAN AND 2 OTHER MEMBERS TO PUT FORWARD SUGGESTION TO DMBC - SUSTAINABLE COMMUNITIES - TO USE AREA OF LAND OFF BAWTRY ROAD AS AREA TO EXERCISE DOGS
It was pointed out that DMBC panel was not able to shortlist the idea for submission to the government under the Act. However, the panel did identify actions which may be taken locally to address issues raised and will be in touch with further feedback within the next four weeks.

FURTHER INFORMATION RE PRICES FOR TREE PROVISION AND WOOD FOR SEAT AROUND TREE - MESSRS HIGGINS 50TH ANNIVERSARY
Costings for tree awaited via Cllr Robinson. Cllr Elder pointed out that a contractor had been to cost up approximate prices for the wood for the seat.
RESOLVED
• that accurate costings be sought
• that adjacent residents be contacted for their views
• that Messrs Higgins be contacted to advise latest situation

RESOLVED the Clerk forwards the June minutes to the Chairman.

HIGHWAY ISSUES REPORTED/TO BE REPORTED TO DMBC
Traffic concerns A614 (letter sent to DMBC following recent traffic incident)
DMBC confirms that a further review will be undertaken to determine what further measures may be possible or appropriate.

Missing boundary sign Wroot Road - DMBC advise new sign installed made of fibreglass which should prevent it from being stolen.

Issue of insecure lintel to barn window frame on main road
Reported that the situation is now rectified.

Report on Highways & Footpaths patrol
Information to be forwarded to DMBC.

Doncaster Road nameplate
DMBC advise this is to be replaced.

TO RECEIVE AND NOTE CORRESPONDENCE
YLCA, notification that Cllr Johnson was successful in the nomination to DMBC Standards (Parish Councils) Sub Committee
RESOLVED to note the information and congratulate Cllr Johnson.

YLCA Annual Joint Training Conference for councillors and clerks, Scarborough, 30 Oct to 1 November
RESOLVED to note the information.

RESOLVED publications etc be passed around members.
