MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 19th JANUARY 2010 AT 7:00 PM

TO RECEIVE/ACCEPT APOLOGIES
RESOLVED to accept apologies received from Cllr B Lifsey for reason given.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
Cllrs D Lindley and Mrs M Lindley each declared a personal interest in Item 15.
Cllrs A Elder and R Johnson each declared a personal interest in Item 11.
Cllr Elder declared a personal interest in Item 14.

The Clerk previously circulated to all members, an article from the Local Council Review (Winter 2009) publication - Keeping to the Code outlining procedure re declarations of interests.

No issues raised which required discussion.

COMMUNITY POLICING
Pact meetings
Notes of the meetings held 23 December and 4 January attended by the Chairman and Mrs M Lindley, were circulated to members. At the meeting on 23 December it was highlighted that the airport is expecting to increase business and no additional policing resources are to be supplied, thus it is expected that police presence in the villages surrounding the airport will be less frequent.
RESOLVED in view of parish council’s concerns to invite Inspector Andrea Cowling to a parish council meeting to discuss the issue.

RESOLVED as no officer in attendance, to advise by email of resident’s concern of speeding along Old Bawtry Road.

WARD COUNCILLOR’S REPORT
RESOLVED as no ward member present to contact all three councillors to ask if one could attend meetings, possibly on a rota basis.

MINUTES OF THE PARISH COUNCIL MEETING HELD 15 DECEMBER
RESOLVED the minutes be approved as a true record and signed by the Chairman after amending at item 7: First Buses, 1 January, to ‘commencing weekend of 30, 31 Jan and 1 February’.

MATTERS ARISING FROM ABOVE MEETING
First buses - information received that commencing weekend of 30, 31 January and 1 February 2010, Service 90 will be replaced by journeys on service 91, and Service 91 time changes to replace journeys on Service 90.

Information from Green Mile Trees - further details are requested as to the state of the smaller tree.
RESOLVED that the Clerk forwards pictures taken by the Chairman.

Response from Cllr Mrs Woodcock, Green Belt/Core Strategy - reply awaited

Information re claim to area of land, Old Bawtry Road - Solicitors apologise for delay in replying and hope to respond within the next week.

Response re over-crowding of school buses - response is that DMBC does not have any private arrangements to take children to Finningley CoE School. The Authority is unaware of any transport there other than commercial network services and although there have been issues with Hayfield School on occasion, there appear to be no issues with the primary school. The School is asked to give details if the problems persist in the new year. The Clerk advised that she had forwarded this matter to the Head Teacher as requested.

Repairs to seat at Elm Drive - DMBC advises repairs will be effected as soon as possible.

Quarterly audit - The quarterly audit was presented for verification and authorisation.

PLANNING ISSUES
A) To comment on planning applications:
09/02675/REM details of siting, design and access for erection of detached dwelling on approx 0.03ha of land, (consent in outline on 24.2.08) land adjacent to 37 Blenheim Drive
RESOLVED to comment that the dwelling would be out of character in the area.

09/02983/FULM - erection of mixed use development consisting of 14 apartments, fast food unit etc, Land at junction First Av/Hayfield Lane, Auckley for Peel Airports (No plans received but these can be accessed on DMBC website)
RESOLVED not to comment as no plans received, only notification.

09/03469/CON - consultation by Doncaster/Sheffield Airport on amended variations to agreement under s106 of TCPA 1990 to upgrade noise provision, Robin Hood Airport
RESOLVED that the documentation be circulated to members and comments made within the timescale if required.

B) DMBC Planning Decisions

ISSUES RELATING TO JOINT PLAYING FIELD
Update from Playing Fields Association on issues under discussion
Cllrs Elder and Johnson gave an update on Constitution and Finance proposals.
The committee supports any change to limit individual liability to £1 and awaits further proposals on which option (amended Constitution, CIC or CIO) is most suitable.
Re finances the Secretary/Treasurer (with some support from other members) rejected the proposal that all bills are paid by the PFA with (precept support) from the two parish councils and a suggestion had been put forward that all bills should be channelled through the parish clerks. The Clerk, as RFO, had concerns on this particular issue as there would be no proper control or footprint by the council on other aspects of the finance.

Joint Meeting
Information re the next joint meeting is awaited when Blaxton Parish Council meets later this week.

Update re repairs to car park surface
RESOLVED to seek update from Neighbourhood Manager.

TO AGREE SPECIFICATION FOR PLAQUE - MESSRS HIGGINS
RESOLVED to forward specification to Morrison Engravers re the plaque and to contact a Finningley resident re the provision of plinth and wooden mount.

REPORT FROM PC JCC MEETING HELD 19.1.2010
Cllr Johnson attended and circulated notes. The Mayor of Doncaster was present and answered questions from Committee members.
With regard to section 106 agreements the committee was asked to note the progress report on the Audit Commission’s recommendations.
A lengthy discussion took place on this issue and the committee unanimously agreed that parish/town councils should rank alongside Neighbourhood Managers in s106 procedures and that information should not be channelled through them to parish/town councils. This proposal will be taken back to the s106 Board for consideration.
RESOLVED to contact the Neighbourhood Manager asking if she could attend meetings of the parish council from time to time, e.g. quarterly.

ISSUES RELATING TO THE POND
Green adjacent pond, vehicles damaging the grass
No response had been received from Planning Department despite two emails.
RESOLVED that Cllr Tatton-Kelly once again pursues a response.

Duck sign - Cllr Elder is pursuing.

WEBSITE UPDATE
RESOLVED the Clerk forwards the December minutes to the Chairman.

RESOLVED to forward the information to be drafted by the Chairman.

HIGHWAY ISSUES
Grit bins
Cllr Mrs Lindley advised that a resident had contacted her regarding the clearing of snow from paths/drives and provision of grit/salt bins. Concern was expressed that there is an issue for elderly residents and that the matter should be an item for a later meeting.
RESOLVED in the interim to discuss with the Neighbourhood Manager.

Grassed area fronting Lismore, Old Bawtry Road
Concerns from residents that vehicles are being driven over the grass to access the property.
RESOLVED to contact the resident asking for his co-operation in not driving over the grass as it is maintained by the parish council via the precept.

TO RECEIVE AND NOTE CORRESPONDENCE
20mph limits and zones, and speed limits on rural single carriageway roads
Information from YLCA that the DoT has written to Highway Authorities with proposals for updated guidance on setting local speed limits. Information can be viewed on www.dft.gov.uk/pgr/roadsafety/speed-limits/

Queens Diamond Jubilee
Information from YLCA that information has been released by Dept for Culture, Media and Sport on www.culture/gov.uk/diamond.jubilee.
