MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 15th JUNE 2010 AT 7:00 PM

Prior to commencement of business a period of up to 15 minutes was allowed for Public Participation.

TO RECEIVE/ACCEPT APOLOGIES
RESOLVED to accept apologies from Cllr D Lindley. Members wished the Chairman a speedy recovery from his recent illness.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTERESTS
Cllr Mrs M Lindley declared a personal interest in Item 15 - website.
Cllrs A Elder declared personal interests in items 8 as Committee member, and Item 13.
Cllr R Johnson declared a personal interest in item 8 as Project Manager for the Committee
Cllr B Lifsey declared a personal interest in item 12 as a member of the Committee.

TO DISCUSS ANY MATTERS RAISED BY RESIDENTS UNDER PUBLIC PARTICIPATION
No issues raised which required action.

COMMUNITY POLICING
Report on PACT Meeting
Cllrs D Lindley and Mrs Lindley attended the meeting at Tickhill on 25 May and a report was previously circulated.

Restructuring
The Clerk advised that only one response had been received from Cllr A Jones who is to bring the concerns to the attention of SY Police. Acknowledgement received from the Office of Caroline Flint MP.

PC Gibbon gave an update on crime statistics and advised of two burglaries and theft of hanging baskets.

It was agreed to call the new shelter Community Shelter. PC Gibbon advised of no problems thus far following monitoring after recent installation and this will continue. It was suggested that the JPF Committee might consider erecting a notice regarding ‘use at own risk’ as some young people had been sitting on the roof of the shelter.

Break-ins at Moss Side Quarry were reported to PC Gibbon who promised to visit the site for details.

Dog fouling nuisance along a public right of way off Old Bawtry Road was also highlighted.
RESOLVED to contact DMBC on this issue.

Thanks were expressed to the Officer for her attendance and for the work which is being done on behalf of the community.

WARD COUNCILLOR’S REPORT
Cllr Jones advised he had talks with Inspector Cowling re the PACT meetings being held only in Tickhill and Bawtry following the restructuring. This concern is being looked into.

Cllr Jones advised that refurbished laptops/projectors are to be available ex-DMBC stock (and refurbished by Second Byte) for the parishes which are undertaking - including Finningley - the pilot scheme for electronic copies of planning applications.

The councillor also said he would arrange for officers to look into the dog fouling issue and members thanked him for his co-operation.

Regarding the Parish Plan, Cllr Jones is to forward information on Village Design Statements.

MINUTES OF THE ANNUAL PARISH COUNCIL MEETING HELD 18 MAY 2010
RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM ABOVE MEETING
Community Pay Back Scheme - Mrs Worthington reported that she is the representative for the area with regard to suggestions for consideration by the Panel.
RESOLVED to formally request external painting of the pavilion.

Messrs Higgins donation, Christmas tree etc
Representatives of Messrs Higgins and the parish council were present on 14 June when the photographs were taken. The Clerk had also arranged press coverage.
RESOLVED that members undertake watering for the coming weeks.

Joint Playing Field
The Neighbourhood Manager advises that designated dog fouling patrols will be carried out and the parish council will be updated.

Horse box parked on highway
The Neighbourhood Manager advised that the alleged obstruction is being observed and monitoring will continue over the next month.

Removal of notice board from post office wall
The Clerk advised that SYPTE has stated it is not possible to erect the notice board to the bus stop at The Green. A response from the Finnngley Mayflower Practice is awaited.

ISSUES RELATING TO JOINT PLAYING FIELD
Update on informal meeting to discuss proposed Lease
As the Chairman is unwell another date is to be arranged.

To discuss holding joint meeting with Blaxton Parish Council to discuss possibility of forming Company Limited by Guarantee
RESOLVED to suggest to Blaxton PC a meeting be held on 8 or 29 July.
Draft agenda was agreed.

Proposed new pavilion
Cllr Elder advised that the Architect is drawing up plans for discussion, and the commutedsum available is £52,367.02.

Community Shelter
RESOLVED to thank the Neighbourhood Management Team for their efforts in this regard and to suggest the area is monitored.
Cllr Lifsey is to contact FinningleyCoE School and The Hayfield School with regard to thanking pupils who signed the petition in favour of a shelter.

To discuss setting up of Business Internet Banking account for payment of cheques
The Clerk suggested council may wish to set up a BIB account as, in the future, cheques are to be phased out and this is a preferred option.
RESOLVED to set up a BIB account with HSBC.

PLANNING ISSUES
No plans received for comment.

Decisions: 10/00922/CAC Pond House and Rose Cottage - GRANTED;
10/00920/FUL Pond House and Rose Cottage, 2 no detached dwellings - GRANTED.
RESOLVED to contact Planning (copy to Cllr Y Woodcock) advising that no debris or vehicles should be left or parked on the green.

Land at Old Bawtry Road
Cllr Lifsey advised he had received a copy of a Deed of Agreement dated 23 April 1981 which should be forwarded to council’s solicitors. However, the Clerk advised that the document appeared the same as that forwarded to the solicitors and would investigate.

36 acre Field
RESOLVED to advise Planning Department of various issues raised in connection with alleged activities at the site.

Land at Bank End Road
The Clerk has contacted Planning Department regarding trees which have recently been felled on the site. A response is awaited.

Smell Nuisance
Cllr Lifsey advised that he had contacted the Environment Agency regarding this issue, which is currently being monitored, and which is emanating from premises within the parish. The telephone number for forwarding complaints is: 0800 807060.

Various suggestions were put forward and agreed.
RESOLVED the blanks be filled in as per those agreed and copies submitted to members.

REPORT ON VILLAGE HALL ISSUES
Update regarding theft of lead from roof
The Chairman had submitted the appropriate form to SY Police and had been congratulated for the work involved which resulted in an arrest and conviction. The Clerk advised that compensation in the sum of £500 had been received via the Court, thus there was no requirement to submit a claim to the Insurance Company.

To receive quotations to replace wire netting
Two quotations received from contractors
RESOLVED to accept the (lowest) price from Need A Hand in the sum of £245.

ISSUES RELATING TO POND
Concerns were express regarding the path and the condition of the water.
RESOLVED to discuss further at next meeting.

DMBC RESPONSE RE SUGGESTION TO CLOSE OFF ONE END OF ACCESS ROAD
The views of DMBC’s conservation officer were discussed. Cllr Tatton-Kelly felt that the character of the conservation area would be enhanced by this proposal which would prevent vehicles from churning up the grass.
RESOLVED:
* to request site visit by an officer from DMBC Highways Section;
* that Cllr Tatton-Kelly visits the residents of the cottages to seek their views on the suggestion to close off one end of the access road.

WEBSITE UPDATE
RESOLVED the Clerk forwards the May minutes to the Chairman.

HIGHWAY ISSUES
Solar lamp column fronting former garage
It was reported that the lamp is not always working but repairs are in hand to remedy the situation.
